This report\r\nsummarizes the discussions and lists recommendations to the standards\r\ncommunity.  The views and positions in this report are those of the\r\nworkshop participants and do not necessarily reflect those of the\r\nauthors or the Internet Architecture Board (IAB), which organized the\r\nworkshop.
